Recently allot of people have been complaining of people who have less stats then them but crit/block/deflect etc. I was playing a game not a long time ago and they had the same problem. The chance mechanic is broken and did not reward people for putting points into the stat. So this is what they did: The game had dodge chance (which was basically block), critical chance etc. people were getting frustrated because they were chance based. So even thought you put many points into a certain stat the chance was still on and people were adding points onto hp and mana instead of other stats. But the developers changed the game so people who had invested into a stat geined more chance and were actually rewarded for it. But the people who invested into health and mana had no base chance if not investing into a stat. .....So why not do the same. Remove the base value of chances but increase their scaling so it makes up for it. Even if you are not using a support build you have to put at least 2 or 3 points to atleast gain 1% chance.
