Plasma Rain
Improves With: Dexterity (+1 damage at 24 Dexterity; +1 damage per 4 Dexterity after)

Artillery Strike
Improves With: Support (+1 damage at 22 Support; +1 damage per 4 Support after)

I have higher defense but he still gets greater damage. Why does Artillery strike start improving at 22 support where Plasma Rain starts improving at 24 DEX.

Another thing to point out is that they have the Aux that improves with support so they know that the players with multis that improves with dex they will have low resistance where the Classes with dex Improving multis have no weapons that improve with dex. Due to Critical strike improving with support they are basically guaranteed a Critical strike every time they use it but with Plasma Rain and multi shot even with high support you are lucky to get a Critical strike.

Putting the scaling of Dex and tech the same was a great start but how the multis scales need to be adjusted.

This is what needs to happen
Take out the 85% damage reduction
Scaling for the multis need to be adjusted
Put a chance of Critical strike on Plasma Cannon and multi-shot
Do real in game testing of the multis in 2vs2 not just on the test servers.

Notice there is 148 Support and you have 126 Dex. That's why he's got higher damage than you. You don't invest as much points as he does. Also there's nothing wrong with Artilery starting at 22. It does NOT have to be equal to other Multis in terms of where scaling starts because it depends on the skills which the class owns as well.

Why so? Can you justify that? Saying Artilery is stronger hence why this needs to be taken out is not enough reason. You also don't have equal stats as he does which is why there's a difference.

If you didn't know, there's 25% chance on Cannon already. Are you sure that you're playing as Blood Mage, because it clearly says in the skill's description as well.. And no, Multis will NOT get Critical chance. Support may give them Crits but you get Defence instead as well as blocking. You see one things and ignore all the others + the subject of bias in the suggestion. Just no.
