@Victoria, That sounds like a reasonable balance request. Both Neutralize and Energize require you to dispose of 1 card in return for 10 Energy, so why should Fresh Start be any different?

Energize is balanced because it has to be an attack card. Energy characters are always in dire need of attack cards, so that's all right.

But Neutralize and Fresh start should be equal. Plus Neutralize is far more convenient and has better card options than fresh start.

They are more expensive though; Power Flow costs 13 while Death Flow costs 15, and counterattack and power strike are both 7. It really limits you from doing a lot in one turn. I'm not saying it's balanced, but I'm thinking that's what Nulgath was considering when he made Neutralize require only one card. Also to make people think his dual element characters are more powerful.

Water's costs are so efficient (except Refresh, curse that thing) that Power Flow is the ONLY thing that needs fresh start.

It is because Neutral costs are so high, they are mostly balanced right now. Their cards are quite strong and diverse, covering both offense and defense. Neutralize was three cards before, so it was a little underused. But now it's 1 card, and that makes it a lot easier for those characters to use their cards.

If you look at water, they don't have that strong of a defense or attack(apart from power flow), and their benefit is that it is cost efficient. Thus, it does not benefit as much from neutralize.
