Twitter headers are one thing, because there's a specific size for a canvas to work on. But Twitter backgrounds are different, because monitors have different sizes, so you can't make a piece of are to fit all screens.
The best kind of backgrounds for websites are pixel backgrounds, which you can tile and it'll look like one large image. An example is the BG from here: http://ninfiatier.tumblr.com/
You can find pixel BGs on the web, but the best can be found on tumblr: http://www.tumblr.com/tagged/pixel+backgrounds
That being said, it's difficult to make a pixel BG, because you have to make it so it relates on all sides, so that when it is tiled, it looks like one big picture.
