Art question!!! *leaps to answer *
There are tons of great programs out there
GIMP as mentioned is free, good for beginners. But if you plan on taking art seriously... just go with photoshop. You'll save yourself some headaches. http://www.gimp.org/
Other programs I recommend
Adobe Photoshop - Adobe Flash or Adobe Illustrator
Paint tool Sai - is also very popular among artists, just as powerful as Photoshop but less expensive.
If you have a tablet like the Galexy note 10.1 with wacom pressure sensitivity there are also great sketching apps.
Sketch book pro
Infinite Painter
LayerPaint
However it is very important that no matter what program you chose, remember the program doesn't make a good artist. Good ol paper and pencil is all you need.
