10 energy is a lot, and you can do the same to you're opponent if you're a hunter as well. EMP isn't OP; without it, we couldn't handle TM casters since they can pretty much take away everyone's energy while replenishing a large amount of their own, leaving TLM and other TMs the only class that can still drain EP at that point. Also, you said it takes the most energy. It takes around 25-30 at level 1 and costs 10 energy. Atom smasher costs 40% less energy, is blockable, and takes away less than 5 EP compared to that. So how come atom smasher isn't OP? If you're complaining about the fact that it scales with tech, then just slow down the block chance scaling to weaken smoke since it improves with tech as well, rather than blaming it all on a skill that serves its purpose. A CH without emp can't do anything against strength BMs, let alone the already hard time they're having with them. A BH without EMP or a weakened EMP can't do anything to casters as well since it costs a fair amount of energy and doesn't give benefits of blood lust. Also, ED is a strategy game (most PvP-focused games are). Just changing it to be blockable would entirely kill that idea off more so than it already is, and make EMP unreliable. The thing about atom smasher is that it doesn't have nearly as negative of an impact compared EMP when you're blocked since it costs almost half of EMP at level 1. And this brings up another point I mentioned earlier, why is atom smasher not OP and EMP is? It can be absolutely abused by TLMs to no end while tanking with infernal android, to slowly but surely remove all the opponent's energy and healing capabilities with minimal loss.
