Look at both of them.

Which is more likely to give you more energy back?

Assimilation of course!
They are both like the same skill giving 100% damage but assimilation is better since it normally gives you more energy back then static charge

I think static needs some kind of buff.

Not without another skill getting a nerf.

CH's have a debuff and a passive armor.

You don't even need energy regen.
