This is almost like the new "Play Idle Battle Animations". You have a choice if your want the animations of Weapons to play or not. It has the same purpose as the "Play Idle Battle Animations" did; support people with poor Internet connection.
Some Weapons have animations while others don't.
When a battle starts, it's how it looks like in your Inventory and it will stay the same for the entire battle. It doesn't play the animations to activate the weapons.
