Giveaways can be given to the top X players.
Each player needs to enter in the competition before you win a prize.
Maybe each player enters in a competition by a npc and the devs can see all the players that entered in it.
Then the devs have to decide if it will be a random sampling to pick the players or other ways.
These other ways can be a:
Systematic sampling
Stratified sampling

Much better then a prize code since people can't complain that it ran out.
The devs can wait for a day and then do the sampling so everyone can join as best as they can.
It is much more reliable.
