Why don't we just make it do 10 damage minimum regardless of defence? That will make it an effective, low cost finisher like plasma bolt, while not making damage overboard.

Only ultimates have should have set damage at minimum. This way if you had 20 strength and had nothing else to do to finish you opponent you could simply use a little mana on a level 1 fireball to do 10. Not supported.

Maybe 5 Damage Like Other Skills That Do 5 Damage Minimum Like Cheap Shot Multi Double Strike.

no one would want to invest in it even if this were applied. The main problem is that fireball itself just isn't worth investing in because the damage boost is minimal compared to the energy cost.

yes i did a test back in delta when i was BM.
i believe it was 99 strength.
but i tested max fireball vs lvl 1 bludgeon with the same amount of str. and lvl 1 bludgeon got more damage (against the same defense)
meanwhile costing like 22 less energy (fireball used to cost 33 at the time)

@goldslayer1: Right now I believe that bludgeon does theoretically +1 damage at level 1 compared to fireball. Fireball at max level does +8 damage higher than the max strike damage, and bludgeon's %-boost on a level 35 weapon is +9 damage...I think. Before, I believe max bludgeon did like 3-5 more damage than max fireball.

you know on paper that all sounds well and good but trust me, when I used a strength build I tried fireball at first. Nowhere near as good as bludgeon was.

right now bludgeon is probably weaker because str lvls require more stats for the primary damage.
and the % has been decreased.

but im pretty sure bludgeon did more damage at lvl 1 than max fireball back in delta.

I think bludgeon still does more than max (or level 9 fireball) at level 1, even in Omega. I used a strength build with max fireball and bludgeon after the strength/support nerf, so I'm pretty confident that that's the case.
