I think the issue is mainly due to the fact that when people are away, it can be for multiple reasons, one of the most frequent being holidays. Of course you have the argument that the member notifies the leader if they are going on holiday or notes it on the note bot, but when you are going on holiday, it is very easy to forget this, since it is not usually top priority. If you are anything like me, I tend to go on holiday now for either 10 days or a fortnight, maybe even three weeks, depending on where I am going and when! So that would instantly be 21 days, plus you may have to pack for a day, possibly stay in the airport for a night - so taking all that into account, that's around 25 days. Some people go on holiday for four weeks, some for longer, so overall 30 days tends to cover all of that, one month of inactivity is a fair amount of notice to them and to you.
Otherwise, issues do arise if you invite someone, they donate loads of tokens, they then go off on holiday for a 2 weeks or so, gets back, he's been kicked and you have stolen his tokens. That is why is currently is the way it is! :)
