Not a smart idea if you ask me and here's why:
Bounty Hunter
- They don't actually care if this would happen. Most of their strategy is to hit hard and fast, getting rage quickly and recovering hp than wasting a turn of draining mana.
- If some are willing to go for high support builds(rare case for bounties), then it makes support BH more powerful since EMP doesn't have to improve with tech and their shields can be combo'ed with EMP.
Cyber Hunter
- Support users can take advantage over the other because if they get malfed, they won't have to worry about EMP getting reduced.
- Might make more cyber hunters go support and because of that, malfunction will be an annoying skill.
