Just because you rely on blocks doesn't mean you're allowed a full refund for what you spent. Next time spend your credits better or don't buy cores that completely rely on luck.

I don't see why. The core does exactly what it says, increases the rate of blocking.

Then again, I also don't see how is this related to 'balance'.

It only improves your base chance of blocking, it does not assure a block.
4% isnt much, and hard to notice in a regular battle, as battle lasts less then a minute it is hard to calculate the chance and stating it not works cannot be done without actual calculations and proof of these numbers.
