Well, guys, I think I have an idea of how to make this fair.

EMP grenade=deflectable so basically 85% of it's effect can be prevented

Assimilation=blockable, but its effect also needs to be 85% reduced

Atom Smasher=blockable, but its effect needs to be 85% reduced

EMP shouldn't even exist in its current state, it's completely broken. It needs a massive reworking, or a new cost analysis done on it to determine an appropriate cost.

I don't think its a good idea to make EMP deflectable. Making it a gamble whether it takes the energy you want or not has too much luck involved, and OP caster TMs would be deflecting it a lot, and its one of a few good counters for them.

I think the solution is to make EMP require dexterity and increase its energy cost, so you have to invest more in it.

Assimilation just got another nerf, but the problem with your idea is that Assimilation doesn't work with percents like Atom Smasher does. It works with fixed numbers that goes through as long as it connects. The same could be said of any move that has a secondary effect that goes through if you do damage (the effect activating) SO this move would have to be based off of a percent for this idea to work.

^you don't have to.
think about when attacks get blocked and stuff like that. they're not percents either.
I'm pretty sure it's possible to make energy regen also be effected by percents too.

Atom smasher already works the way you suggested it should. I used it on a dex TM and he blocked it only removing 4 energy.

You must be joking, right?

1. Deflects only prevent 50%, no where near 85%.
2. It would make the skill pointless.

I would rather choose for, as xendran mentioned, a complete reworking.

Sorry not supported. Adding more luck to the game is never good way to fix anything.

If you want more balance, make Atom Smasher unblockable to put it more in line with emp grenade and assimilation.

Supported the nerf for compleatly broken EMP grenade
If it cant be deflected nor blocked it's Energy remooval shuld be a way less.
