They do not use Photoshop. Flash is very flexible and you can change the color of things easily. There's a tool called "Find & replace" and with that tool, youcan change colors and nearly everything that is in the screen. Once you have chosen the color you want to replace, you can select another color to replace it with. That's why it's called Find and replace. Malicious Neos is correct. Photoshop is a raster/bitmap program that relies on pixels, while flash is a vector program which relies on calculations by a x and y vertex. ( woo! maths! ) The ways Photoshop and Flash process graphic information is greatly different. However you can do what is called "trace bitmap" in Flash to convert a raster image to a vector image. However this creates a lot of unneeded vertices that cause graphic lag, so we usually redraw everything by hand. You can optimize the image to cut down the number of vertices but it usually makes the image ugly. The tool "Find & replace" in Flash only works for solid colors unfortunately. It doesn't work for gradients. So while it may make somethings faster ( like figuring out a good color scheme ), you still have to recolor each section by hand. A process that's time consuming, but with some good music playing typically it will only take about a day to recolor a full set of weapons. Moral of the story, short cuts are only useful some of the time. But for the most part and for the sake of performance we take the long route. :)
