When I first saw this, I thought it was to show the time remaining for your turn, but it wasn't.

I think that it should be a countdown clock to indicate your time for your opponent. (As well as who's turn it is.)
So, it counts down your turn like the numbers you see in the middle of the screen when it's your turn. This really benefits the opponent than it does to you.

This isn't really important but it could be useful for some people. :)

It is important because actually the bar ontop to say who's turn it is wasn't supposed to be there. If we didn't have the new yellow ringy thing, then the bar ontop would be annoying since you cannot see the health bars when playing 2v2 or jugg.
That's the whole reason of the the yellow ring being there but they forgot to take out the bar unfortunately.

But I don't think its not really important because one turn is maxed till 15 seconds. If it was 30 secs + then I wouldn't mind. You don't really need a count down timer till 15 seconds since that is a short amount of time to wait for your turn.

Hulk got it on the spot. 15s isn't worth implementing for the ring since it'd go down very fast. It'd be much different scenario if the time allowed was 30s or 60s.
