maybe we could replace adrenaline with a cleanse move, reducing the effect of a debuff on you by: lets say 70% at max?

It would be better if you showed a scale on how this move works, what it improves with, what stat is required at each level Etc so people could get a better Idea of the idea. However 70% at max is way too high and it even better than the assault bot by 5%.

Not only that but with passive armor and static smash would make this class a bit overpowered as it would make debuffs on this class virtually worthless.

Why replace adrenaline to begin with? What's wrong with the skill?

first of all, people get rage quicker than me without them having adrenaline.
second of all, its a bad passive
third of all mercs need some sort of shield buff or cleanse

Cleanse: cleanse a debuff on yourself or and allied target.

lvl 1: requires 24 tec, uses 6 energy cleanses 20%
lvl 2:requires 26 tec, 8 energy cleanses 24%
lvl 3: 28 tec, 10 energy cleanses 28%
lvl 4: 30 tec 12 energy cleanses 32%
lvl 5: 32 tec 14 energy cleanses 35%
lvl 6: 34 tec, 16 energy cleanses 38%
lvl 7: 36 tec 18 energy cleanses 41%
lvl 8: 38 tec 20 energy cleanses 44%
lvl 9: 40 tec, 22 energy cleanses 47%
lvl 10: 42 tec, 24 energy cleanses 50%

No need for any changes for Mercenaries. If you aren't getting Rage that quick, it's your build. You've got high defence and aren't attacking effectively.

I've suggested a move like this for Mercs before. I totally agree with this idea, it's just your example isn't that great. Nevertheless, it can be balanced out.

Adrenaline may at first seem like a junky skill, but it has amazing synergy with the merc skill tree because the class has the largest range of different offensive options. Level 1 adrenaline is also amazingly useful because it boosts rage gain by a large amount for only 1 skill point. Adrenaline should not be a guaranteed/near-guaranteed first rage, especially if you don't go first, your opponent has massive amounts of strength/support, you're fairly tanky, or your opponent gets deflected/blocked a lot by you.
