For lower levels jugg seems to be great in omega, but for 35s is very very hard.

I think that instead of the Turn system going: Opponent1>Opponent2>You (repeat)

I want the order to be alternating like : Opponent1>you>Opponent2>you (repeat)

I do agree higher level jugg is difficult compared to lower levels, this will just make juggs to strong...

Maybe juggs can have PVP boosts (like in AQW) that scales according to level?

Juggernaut is meant to be harder than 1v1 and 2v2. Only because it's easier at lower level, it doesn't mean higher level has to be the same - quite the opposite. To implement your suggestion, the level range would have to be... higher for Juggernaut. Why? Whilst they get one turn, you already get your second turn which means you can use certain skills faster than they can.

They can make it so it takes 2 turns for a 1 turn skill, or just something to boost jugg, it was way easier in delta and gamma, so its not (ment to be so hard)

It was easier in Delta and Gamma because Varium players were Juggernauts and had enhancements whilst those who had to face a Juggernaut were lower level players with little to no enhancements.
