Lower Levels abuse stats like Support,Technology,Dexterity (Never Strength)
Mercenary [Aux] [Artillery Strike]
Tech Mage [Plasma Rain] [Overload]
Bounty Hunter [Multi Shot] [Stun Grenade]

I think something should be changed to prevent builds like this because skills do so much damage compared to weapons at lower levels while at higher levels it isn't like this.

Players just choose to use these builds. There's no imbalance if they choose to use specific builds. Anyway, I've tried other non-spam builds that work pretty well.

At lower levels you are less confined to what builds you can use. People use these builds due to them being extremely effective at lower levels. It isn't like at the higher level were you must use a certain build or you will fail.

Also I do see some strength builds at the mid to lower levels they just aren't as common due to dex tech and support abuse builds working better for the masses as that level.

And usually, the low levels you see using these builds at low levels are experienced players on their alts. So no matter what nerfs you suggest, it wont really effect it.
