Crippling blow

reduce the target's damage.
improves with nothing.
4 turn cooldown.
lasts 3 turns.
15 energy at level 1, +2 energy per level.

lvl 1: 1 point of damage reduced from their offence.

lvl 2: 2 points.

lvl 3: 3 points.

lvl 4: 4 points.

lvl 5: 5 points.

lvl 6: 6 points.

lvl 7: 7 points.

lvl 8: 8 points.

lvl 9: 9 points.

MAX: 10 points.

They aren't getting a debuff. They already have energy regen and passive armor. They don't need a way to get more damage or avoid more of it

Not supported.

With the way Tactical merc is now, this would overpowered Tank Tactical merc's. Any build that isn't abusing offense would be at the mercy of tanks with this move.

Not only that, but even if this wasn't the cause what move would this replace?

this would cause a repeat of those fights against support BM's that had max str debuff and made your 10 damage hits worthless due to there passive BL regaining 50-100% of it then when you finally got them down in health? oh look at that they heal. I could only imagine how horrid this would be against something with the defenses to abuse it even more.

I would rage more than fighting a metapod/ kakuna from pokemon and them spamming 'harden' while you only have scratch >.>
