I don't think giving it a luck factor would solve anything.

Plus they have smoke, so they generally connect all their attacks.

Correct. The chance to fail does not fundamentally weaken it.

In a battle, it is never weakened if it never fails. If you are depending on it to fail, changing how much energy it uses at the source is how to do it.
