Energy parasite/Static charge requirements

Is it just me or is having these requirements for only these two classes for energy regain a bit unfair where as other classes don't have requirements. The requirements may not be a big problem at higher levels, but at lower levels, specially for BM it is a big hindrance in making a decent build while also being able to drain/regain energy.
