This new thing should be in the effect's box. When someone uses a de-buff or a buff, if you hover over it, you can see the description. When someone uses a de-buff or you use a buff, it should tell you how many turns that effect lasts for. It should be in a different color to white though.

Wait, isn't there a "Did you know?" tip that shows up after battle that can say "Time your debuffs and buffs accordingly to catch the player by surprise and inflict massive damage" or something of the like?

Not supported. It isn't even hard to keep track of how long buffs last.
