what i suggest is that it is buffed by +5 drain, but it doesn't steal. Also, it deals 100% damage and costs a % of your current energy.

so a drain only, idk, i mean the regain factor wasn't a huge problem it was just how much could be stolen for so little investment so i'm not sure how i feel about this

The regeneration factor is supposedly a crucial supplement to Battery Backup. Tech Mages aren't intended to tank, and their offensive skills cost energy, whereas Tactical Mercenaries have less offensive skills to use since they are intended to tank. Assimilation is fine the way it is right now, but it could receive a boost to 60% energy regeneration.

It doesnt need a buff. compare its energy control to other classes and see.
