With the recent balance changes, energy draining/regaining skills have become necessary skills, which is ironic because the change of passives to actives were supposed to make it so that no skill is required for a successful build, but that's a topic for another day and another time.

Static Smash/Atom Smash must be unblockable. Why?

As a mercenary myself, I know from experience. If my Static Smash is blocked, I've already lost the battle unless the player I'm facing is completely incompetent.
Not once has there been a time where I won a battle against an adequate player after my Static Smash was blocked. Not ONCE.
This is because when the skill is blocked, I receive no rage, I hardly drain any energy nor regain any energy, I don't deal any damage, and I use up a turn.
So basically, I have an 85-95% chance of losing any battle I go in to, WITHOUT even considering my opponent's level.
This is clearly a problem, as no other energy-based skills has their energy drain/regain affected by blocks.

To compensate for the buff to the skills, the percentage for each level should be decreased by 3%, so at max, Static Smash will drain 65% of primary weapon damage, as opposed to the current 68%. This may seem like a small change, but honestly, 3% is a game changer.

This is a problem that has been going on ever since the change of actives-passives, and it is time to fix it.
