Reduce the energy cost progression
original cost 20 up per upper lvl
new 15 up per upper lvl
%'s are fine.
I feel that the energy cost needs this slight rebalance
the cost currently is so high i have to use level6 to counter smoke
and i think its the same for ch to counter malfuction

Also blood shield slight buff to the support progression on res

I've had a suggestion of just lowering it by -20 or -30 EP across the whole range, but this seems just as good - even better in fact, especially if you invest quite an amount of skill points (since the reduction would be even higher than fixed number).

In regards to Blood Shield, it may be bugged right now - or rather, the Support scaling on it. Not confirmed yet, but it scales +1 Res per +4 Support which is worthless; perhaps it was meant to be +10 Res every +4 Support instead. ^^
