How do they do this? They only scale equipment damage and resistance, not skills. This means the higher your ranks go, the better it is to just invest in skills that scale on equipment damage.

Perhaps they could give fixed numbers for all these skills rather then improving with equipment but to compromise have level scaling and STR improvement.


Personally I think they should just scrap the whole current legendary system and turn it into a ranking system.
