Each skill has a bonus and/or negative effect. For example, using technician give you a 3% increase in deflection chance on next turn and decreases rage gain for rest of game 2%.

This would arguably not add strategy, just add more complicated information to the battle mechanics that make it harder for newer players to understand. I can see added strategy if this happened on maybe 1 or 2 skills out of all 6 classes (meaning that all the skills of 6 classes combined, only 1-2 have this kind of effect where it has positive and negative bonuses), but definitely not on each skill.

This idea might also work in the form of a core, but I'd like to see more skills rather than cores be released.

Actually, since Technology directly influences the deflection rate, Technician already grants an increased deflection rate.
