Ok if this were to happen then anyone with high rating would have an unfair advantage over players who have little to no rating as well. If this went into play balance would be even worse than it is now and that is saying something sense balance at the moment is extremely broken.

If it's not balance, why post it in ED Balance then? Mother1 said "if this went into play balance".

Also, I'm pretty sure Devs said once that nothing will be shared between characters - whether it's items, cheevos, Credits, or whatever you can think of. Your alts are still brand new characters - just like new accounts being made and a character being made on one of them. It's not a spin-off of your main, but a new character. You can work for cheevos just like other players do on their characters - not get some fancy advantage on all your chars, because your main is oh-so-good.

you missed the part where he mentioned giving extra damage for the amount of rating you have. That right there would affect balance because we have something like this in play already in the form of legendary ranks which gives cap level players more power as they gain ranks and as you can see that has wreaked balanced for higher level players.

This idea would have a similar effect if it went into play.

So I've played borderlands 2, and this really would just make a lot of lower levels rage quit since I'd have like 20k ranks and thus get an extra 20% strike damage compared to any other new level 1 player.

You don't see the problem like this in borderlands 2 since there is no PvP worth balance discussion; their PvP is pretty much whoever has the rarer and better equipment wins.
