i dont think the effect itself is OP but the fact that it does 100% damage is pushing it i think a decrease to 85 maybe a happy medium of 90% damage would satisfy both sides

I actually agree with this suggestion. I also believe 100% is a little bit, 85 or 90 would be much more reasonable.

Keep it at 100% and make it affected by support
