You can make a new account (that already has 1,000 credits by default). Then keep sending money to your main. It will be abused that way.

Or hacker/scammers could just sent all the credits one account has to another each time they hijack someone else's account.

what if it was only for accounts under the same master account and the 1000 you start with couldn't be sent

Do you mean sending credits from one character in an account to another in the same?
Ex. Char 1 has 18k Credits, Char 2 has 12k. Char 2 needs 30k for a new item, so Char 1 transfers the 18k Credits to Char 2. Both Char 1 and Char 2 are on the same Artix Entertainment Master Account.

Both indicate that credits and everything else will not be trade-able. This can be easily abused and as such will never be implemented.
