I was gone for quite some time. After coming back I have noticed a lot of changes, and am glad to see it. I love a lot of the new features and changes. That being said, I find that at low levels I am getting wrecked by dexterity techmages on a regular basis. I am a bounty hunter, I had a dex tech tank build and I use my energy shield skill to try and counter this, but it just doesn't seem to do enough. Is this just me or is this a problem for others as well?

That is the flavor of the week at lover levels since you can make extreme builds at low levels. Those builds kill quickly and have very few options to stop them. There are counter builds but that build is the easiest one for players to abuse now due to other nerfs made.

I'd say your best bet against them is running max static grenade heal loop build. Spamming level 1-2 cheap shots for a nice boost of damage against their high defenses with a high crit chance will consistently get good damage on them without even needing strength, and if you static grenade every time they use battery it'll be hard for them to out-heal you.

Except for the fact they'll likely block those attacks because of their high dex.

Try getting Venom Strike. Costs almost nothing and goes right through their defenses. Even if they use Field Medic, you got another ready in 2 turns.

I thought about trying to run a support build again. Does anyone know if support bh is still a viable option?

Dex TM is arguably the best at low levels (1-25ish) for fast kills and good ratio. I found that the only counters to this build was merc support(aux+multi) and BH dex(stun+multi) build. At lv30ish poison builds are good too. Its easy to spam dex at low levels without anything else and get good results. However, once you hit lv38+ it is very easy to pwn pure dex users IMO, which is why most use str as well. There are a few lv40 PURE dex mages that are good (modified the generic dex mage build and can time rages very well) and use some skill but the majority are not very good.

Oh my god, a 25% block rate. It's so freaking high.

Even if it gets blocked you get faster rage and cheap shot costs almost nothing. Faster rage means faster defense penetration.

No need to get your panties in a wad, I was just stating it how it is. 25% chance is actually pretty high, and if they have ninja reflexes it boosts it up to 29%. And I'm a CH and I do try to use cheap shot on them... Guess what? Most of the time blocked.

25% block rate IS extremely high, as this game is extremely prone to streaky RNG.

Just one block cans still change the whole game. But the thing is, when there is no block, people feel like they wasted points on dexterity.
Passives to Actives made the Dex TM overpowered, before they had to take damage to get energy(among other things) Also, the removal of passives emphasized stat differences (in this case, increased defense and blocks) because passives were a kind of free stats which could do wonders for diversity if they ever put it back in a new way.
The definite counter for dex tm as a bh is the poison energy drain support build with an energy aux. In theory, it should be the ultimate counter but support bh is pretty much dead(at least in my level range). Maybe it will work at your level, I can't really say cuz I haven't been level 20-something in years.

25% is definitely high, but everyone goes into pessimism mode when they only get blocked 3/10 times. It logically shouldn't even be that annoying if you aren't using blockable moves for the most part, aside from some useful ones such as robot attacks or cheap shot.

Dex-abuse-TM isn't the flavor of the week build at higher levels, it has been flavor of the forever build. I don't remember a time when the majority of low level TMs used much else.

3/10? Its 1/4. And you were the one who said cheap shot in the first place... And if they have ninja reflexes it brings it even higher than just 1/4 of the time. Its also more than just 1/4 of the time because the likelihood of your hit connecting % lowers if they have more dex as well.

29/100 is far closer to 3/10.

And ninja reflexes is typically the passive core of choice if you don't have a locked core in your armor. Either that or critical heal, but lots of builds don't use field medic so they normally put ninja reflexes on anyways.

And if you only use blockable attacks when you absolutely need to, then you won't find yourself actually getting blocked that much. People who get blocked at that point typically go like "of course I get blocked on the first time I use a melee attack" when they were just unlucky.

Point is, if you only use moves that can be blocked rarely and leave most of your offense to moves that are unblockable, you won't find yourself actually getting blocked that much. Strength builds these days have no choice but to start using melee attacks once their gun is on cooldown if they want to do damage and that's why people are complaining so much about blocks.

Turns out that the answer to dex build mages and bounties is a strength support build. My bubble shield makes it so their overcharge and other energy skills do minimum damage, then I poison them and finish them with aux and sidearm. Been wrecking them with this build. Very weak against strength bounty with smokescreen though.
