Officers can already recruit people. Well a while ago when I was an officer of a faction, I had the option to recruit players. In fact, I have seen an active faction with the leader being inactive for over a year.

Yea man, officers can recuit players already. If the player is in a faction then he/she can not be recruited into yours though
