I think in the war we should unlock shops by 25% 50% then 100% shop Similar to how the infernal war was

The infernal war unlike any of the other wars had 4 phases within it where as these wars are only have one. So when you finished one part of that war a shop could be opened for the masses. However with these wars it makes no scene because these regional wars are not broken into parts like the infernal war was.
