Not supported,

I agree that having to verse high ranking 40s over and over is an issue but that is a separate problem (legendary ranks).

Apart from that it's fine, their is also nothing wrong with losing streaks every game has them that something the player has to deal with not the game.

Not supported for the following reasons

1 There is already a limit on how many times you can battle the same person within a hour
2 doing this will also increase wait times due to the system filtering out even more possible opponents due to you fighting them X amount of times.
3 As Remorse mentioned the this something the player has to deal with since losing streaks are common in all games.
