Each map place needs a npc based core for all npcs example:
Wasteland: 5% extra damage to npcs located in wasteland
west naval yard: 5% extra damage to npcs located in west naval yard
etc...
primary passive
Increase variety of drops on more npcs:
rusted bolts for hank, ulysses, junker 2.0, overload guard
Claws for all the mecha chillds and marauder
Exile emblems for all the exile soldiers
legion emblems for all the legion soldiers, city guard, shadow guard
Fish for tuna
