Would it be possible to suggest people to use Stylish to re-style the site? Would be a bit simpler than the local css file, and would actually feel a bit cleaner. And people can share styles pretty easily. There's add-ons for Firefox AND Chrome (You can share styles between them too.). As to Internet Explorer, anyone using that CAN use a local CSS file still, although there might be alternatives.
