High impact luck is a result of broken game mechanics,
Fix variety and strategy and you will fix this current luck issue.
At the current stage, their is literally no point complaining about luck, because even if their was in issue with it.
The fact that the core battle mechanics are so broken means that you can't tell if it's actually luck that needs adjusting or the fact that options and variety of strategies are so slim that the main factor left to determine who wins is luck thus making it seem like luck is more at play.
I don't have a problem with it. And if this suggestion were to come into play, I can see it being abused so low-dex builds with massive strength can prepare the right time for when they should rage a heavy-damage move.
