The Battleon Forums already follows EST, so all you'll have to do is set it to "0" (meaning the forums will not alter the time at all).
Knowing that U.S. Central is exactly 1 hour behind Eastern, you'll have to set it to "-1" (meaning the forums will automatically calculate the time one hour behind it's standard EST). You can use a quick Google Search to find out the time difference between two time zones. All that's left is to adjust the clock either positively or negatively according to the difference.
