I simply can't counter a 4 level higher enemy going first lowering my dex and doing 1/3 my life every attack I HAVE FALLEN AND I CAN'T GET UP! Using reflex boost is not good nuff especially since he lowers it more than i can raise plus he'll just use energy aux or infernal overload his next turn! Then someone says change your build end of story right? No, I don't want to change my build every time I encounter something new that kills me since I may not able to defeat a build I was previously able to defeat.

I can kill plenty of people 4 levels higher than me but it just tips the scale a bit.
