It does not fit together as most players want to farm NPCs during power hour while war rallys push 1vs1 which like all PVP is so broken in balance. Only a few players with very strong and unbeatable builds do benefit from doing 1vs1 during war rallys.

Making them stack like Boosters would solve that issue . That said , i do agree that an occasional feature shouldn't overcome a normal scheduled one .
