Recently, I just made a new tech mage character, and while the first four beginner's quest were easy, the last one which you had to chosse a side and fight a PvP wasn't. I waited for 15 minutes straight and no battle, which made my char unable to proceed.
This had seriously made many new players quit the game before they actually get to fight another player. So my suggestion is to make the last mission of the tutorial optional and add an Npc telling you to farm low lv Npc if you couldn't find another opponent
