Not supported. TMs already have a not-so-strong drain and pretty much limiting this skill so that it's pretty much only available to focus builds doesn't really help much aside from bar caster builds from using it. If we want caster builds to not be able to use it there are other alternatives that doesn't limit build diversity even more.
