By saying still in the game, you mean players can still purchase it? and I just checked that on my alt since I already have it on my main, and yup it is still purchasable.
And maybe it is intended, since there is a world cup each 4 years, so keeping it for 1 year is fair but I still think it is bugged.

Yes, by saying it's still in the game, I mean that it can be still purchased.

I thought they released that achievement again because of the Women World Cup 2015, which has also recently concluded, so I think it's time they removed it. Last time I logged in, the Independence Day achievement was also there for sale even though that event has finished.

NOT a bug. Devs said WC cheevo would come every year so players don't have to wait 4 years. P.S. Read past DNS about it.

Right now it's implying that it can only be bought during WC. ("Available for sale during the World Cup.")
