The reason it's there is because people used to hoard a ton of items an it would jam up the memory of the servers or whatever. Back in the first inernal war it was not uncommon for people to have over 30+ slots of their inventory taken up by infernal gems; some even had almost 100.

if the devs wanted players to not hoard items, then why do they make some items unsellable then?

The majority of items they make that aren't sell able are mission items. They do this because they don't want people to accidentally sell them by mistake and be forever unable to finish said mission chain.

The exception to this are those ultra rare phase promo items or special items that are rewards from an event. As for why those are unsellable it is because people in the past either sold them and couldn't get them back, or the item in general was never sellable to begin with.

I guess mission items could be excused and not take up space, but ultra-rare promos should still take up space.
