Not supported for 2 main reasons:
First is that it's just a huge pain for the devs. That's a lot of users they have to check and double check through other means of verification.
Second is that accounts made in that phase simply only deserve that phase's cheevos for whatever reason. Making a new character and shifting to it becoming a "main" to generate an artificial win/loss rate, creating a new character because the previous one got banned, simply playing on another character more because it's the class you liked more at the time instead of class changing on your old main, etc... are all poor reasons for attributing the character to the phase the player started in.
If a person simply forgot to pick up the phase cheevo and it went rare, though, that would be something entirely different.
