So according to the devs passives were removed because they didn't want "mandatory" skills on each class's skill tree. The "problem" was that no matter what build, each class invested around 6+ points into their passive save for a few very rare exceptions, and the devs wanted to diversify builds by removing these "mandatory" skills to allot more skill points for hopefully the creation of other builds. They flubbed on the rework part of it because the replacement skills, which are skills regarding energy flow, are WAY more mandatory than passives ever were.
