Blood commander is a special skill only exist in normal mercenaries, my idea for it is the following :

leave it as it is but - 5 Strength on all level with 30 % life steal with a little twitch, which is to get 10 - 15 % energy back depends on the damage dealt on you example :
Player X hit you with skill/weapon X and did 100 damage on you, here you will get 10 - 15 energy back (skill last 5 rounds as usual)

Hope you like I welcome any commenting/suggestions on it.

Supported, mercs could definitely use an mp boost i'd argue even for a slightly stronger percentage

Cool but IMO it would just make the skill mandatory on most merc builds because of how useful it would be at that point.

Maybe replace static smash with the energy gain portion of it and buff it up so that it's worth a turn to use?

woops my bad forget to add that the % of energy gain varies in what level u have the skill on. my idea is to give every class a secondary energy gaining skill just like tlm and tm

Well let's see here. IMO- merc needs blood commander already for the health regeneration- as it also needs static smash.

Almost every class has atleast 2 needed skills.

TM- Battery - assim
TLM- battery - frenzy
BH- shadow - EMP - MOB
BM- Parasite - MOB
CH- Static charge- EMP grenade- Stun Grenade
Merc- Static smash- blood commander
