Another HUGE problem in my opinion would be alts in factions.
It's truly unfair that some factions abuse alts and get much faster wins than other "Legit" factions.
This problem can easily be countered by simply adding a requirement to join a faction.
The requirement is fairly simple you must be level 20 or beyond to join a faction.
This would prevent factions that CHEAT from winning faction championships.

Not supported.

This would in turn also punish any low level legit players under the level of 20 who want to be in a faction as well. While low level alts are indeed a problem the level curve times 3 has also made it where everyone 1-39 level's up 3 times faster which in turn indirectly helped with this issue as well.

Not really, It's extremely easy to level up to level 20 since the new update.
Players also have to wait till level 20 to play Juggernuat and they must also wait till they get level 40 to shop from Legendary shops, I don't see these as a "Punishment"
It makes players more eager to level up.
