Here is an easy way to nerf pyro fly by making it more random. Instead of it disabling one of the 3 highest skills, it should disable one of the 4 highest skills. This will make it less effective and would make it harder to disable game changing skills like energy skills or ultimates (as of right now they are game changing).

It sometimes disables Lv 1 skills when there are already three other skills at higher levels.

I think each individual Lv of a skill should count as a chance out of the total Lv points available, that makes it completely random by probability and fair.

Additionally I think the damage penalty should be made less harsh and give the core the ability to be reuseable to let randomness run its course if previously selected skill is not desirable by the player.

How about we put something into the mix that worked similar to the way passives worked on certain skills prior to the passive to active change. Like for example back in the old days moves like Blood lust, Mark of Blood (AKA the old passives) were immune to pyro swarm. Why not add that and make it so certain game breaking moves that would completely destroy a build rather than just inconvenience the other player (which was what the Pyro swarm was supposed to originally do) get put under immunity.
